ultimate period of expat. package mainly has something to do with social insurance system in a country where the company is. The idea of Expat. package is actually to ensure your status as expatriate by paying social insurance (and health insurance) in your home country, of course, also including some compensation of hardship. This means to let you enjoy (or sustain) all social benefits once you are back home.

if you are excluded from social insurance system in terms of regulation/law after a period of time, it doesn't make any sense for your company to extend your expat. contract. In countries like Germany where expatriates won't be allowed to enjoy german social insurance after 5 consecutive years staying abroad, firms issue max. 5 years expat. contract. At the end of 5 years, each expatriates has to make decission as to to return home or stay where he is working. if you choose to remain abroad, however, you won't be insured socially in your home country.

In most Germen companies, expat. and lokal contract differ themselves rather from whether social insurance is paid in Germany, than from compensations.
