due to the foreign exchange restrictions, so the multinationals naturally do things through other indirect way.
BTW, the 30b number is really confusing, it claims that they can not track the transactions, while on the other side, they come out with a very good estimate, I do not know how the morons come out with such numbers.
anyway, numbers published in media there can never be trusted, just a show.
