Title: Finance Director
Report to: CFO
Main responsibilities:
Set up financial books, process, and policies during the initial plant set up stage.
Ensure proper and accurate recording, measuring and reporting of operations, transactions, assets and liabilities of the Company in accordance with Company policies and procedures, RPC GAPP and US GAPP.
Assure risk mitigation plans are applied to the top compliance risks identified in annual compliance risk assessment.
Provide financial counsel to management and the board of Directors on matters that impact current and future viability of Company including business plans, contract terms, risk management, cash management/treasury, contract booking, profit taking, capital investment and cost control etc.
Responsible for management of Company contract financial functions supporting project execution.
Responsible for management of Company general financial functions including accounting, reporting & analysis and treasury.
Interface with Corporate finance operations to ensure effective support and fulfilment of requirements. Interface with external auditors and other Chinese authorities.
Responsible for the Company’s cash and financial tax management.
Ensure Companies records and forecasts accurately reflect the financial position of the business.
Ensure that all statutory reporting requirements and other local authorities are fulfilled; develop and cultivate good business relationships with the relevant authorities and local banks.
Participate in establishment and implementation of Company strategic direction, operational objectives and performance goals.
Coach and develop subordinates for career improvement.
Other special tasks assigned by management.
Requirements:
BS Degree in Finance/Accounting discipline. CPA, ACCA or other certification granted by recognized accounting bodies required.
Min. 12 years of diverse financial management experience with at least 2 years experience in a similar role in large scale companies with complicated chemical manufacturing processes such as refining and polysilicon preferred.
Well versed in establishment and implementation of Company financial policies, procedures and ERP systems.
Strategic and tactical decision making capabilities, coupled with strong commercial and risk management skills.
Prior experience with USA listed company preferred.
Strong planning and organizational skills.
Proficient leadership, communication and interface skills in a matrix environment.
Strong multi-cultural knowledge and sensitivity.
