CLIENT BACKGROUND:
The R&D-based Pharmaceutical Association in China ("RDPAC") is a non-government organisation. It started informally in 1995 then established a representative office in Beijing in 1999. RDPAC has grown to more than 40 members and includes all of the larger research-based pharmaceutical companies in the world. RDPAC is a member of the International Federation of Pharmaceutical Manufacturers Assocation ("IFPMA").
POSITION SUMMARY:
The Managing Director will build and supervise a small team of 8-10 people including 4 direct reports – Directors for Price / Reimbursement / Bidding; Medical / Regulatory / Operations; IPR / Strategic Projects / Science Communications; and Communications / Image. S/He will be the public face of RDPAC, and represent RDPAC and its member companies’ business interests at corporate, government and official levels. The incumbent will interact with a very wide group of people to undertake a vast array of duties. The key tasks of the Managing Director will be to work with the Executive Committee and Working Groups to formulate, implement, coordinate and oversee all Association initiatives and lobbying, as well as to run the RDPAC Beijing office, and manage all related administrative and financial duties.
The Managing Director will be answerable to the Executive Committee and President for the full range of activities including: lobbying, membership recruitment and retention; coordination of all activities, programs and events; government, public and media relations; oversight of publications; finance and accounting; supervision of staff; and overall administration of RDPAC.
The Managing Director will be deeply involved in the development and communication of information, issues and lobbying affecting the membership. S/He will also be charged with invigorating RDPAC, and helping to define and achieve visions and missions. S/He will also be charged with taking the organization to the next level of excellence. This offers a visionary Managing Director the opportunity to be an integral part of defining and leading innovative, inspirational and far-reaching programs for RDPAC. RDPAC is keen to attract new members and take a lead on Pharmaceutical research and development in China.
In addition, the Managing Director serves as the respected advisor and liaison with various constituencies, providing a central point of contact for information exchange and lobbying activities. The incumbent must possess an excellent public image and be an effective communicator and government affairs liaison.
REPORTING RELATIONSHIP:
To the Executive Committee & President
RESPONSIBILITY:
The Managing Director’s specific responsibilities will include, but not be limited to:
Acting as the industry voice on all key issues and be the primary interface with Government ministries, media, alliances, etc..
Developing and implementing long-range strategic and short-term operational plans to support a sustainable R&D Industry in line with RDPAC’s mission, and forming the direction of the RDPAC Executive Committee.
Serving as the chief focal point for RDPAC member companies on policy developments and initiatives.
Coordinating and aligning industry positions and input on policy developments, working with allies including PhRMA, EFPIA, IFPMA, JPMA, Embassies etc..
Overseeing the development and implementation of industry advocacy programs including advocacy materials, briefing papers and related talking points.
Leading and managing the RDPAC office and organizing key events including Executive Committee meetings, General Managers meetings, Working Group meetings, Allies and Industry Government meetings.
PERSONAL CHARACTERISTICS:
The ideal candidate will be an experienced PRC National, Returnee, Asian or Western Expatriate with 10+ years successful track record in leadership roles within international business and/or related areas including NGOs. Proven policy, advocacy, government affairs, and communication experience is highly desirable. Experience in life sciences industries is preferred, but not mandatory.
The Managing Director must have a solid understanding of China and international affairs, government policies and trade / business issues. S/he will have clear leadership capabilities, drive and credibility. Outstanding relationship building and influencing skills are needed, and experience managing or working with a Board would be an added advantage. The successful candidate will also possess the following:
Strong public speaking and presentation skills.
Solid financial, administrative and commercial acumen, ideally with previous P&L responsibility.
Previous government and public relations / media experience.
Developed interpersonal skills, and the ability to operate with tact and diplomacy.
Excellent oral and written communication and listening skills.
Be a team player and leader, who has the ability to attract, build, lead and interact with a diverse team.
Able decision-making and a flexible approach to meeting needs.
Ateam and consensus builder with the stature and presence to deal effectively with members, senior government & business leaders, employees & the Executive Committee.
Cross-cultural sensitivities, and comfortable working in a multicultural environment.
An intelligent, independent, proactive, mature, and hands-on individual with good team
sprit, solid leadership and diplomatic interpersonal skills.
Passionate and enthusiastic about what s/he believes in and demonstrates a strong desire and tenacity to make a difference.
Unquestionable integrity and the ability to operate across boundaries and forge alliances to find win/win solutions.
A demonstrated presence and ability to establish confidence and credibility.

The minimum of a university degree and ideally further qualifications such as an MBA or MA.
Fluency in Mandarin and English.
