Our client is a joint-stock commercial bank incorporated with the approval of the People's Bank of China with its headquarters located in Shanghai. It has established a national network of branches and sub-branches in Shanghai, Beijing and other major cities in China.

RESPONSIBILITIES
Reporting to the Executive Deputy Director, the Treasurer is responsible for managing the treasury and foreign exchange activities of the bank; establishing relationships with MNCs, SMEs, banks & financial institutions, and individual clients; and provide trading services and credit limits on foreign exchange, bonds & other derivatives products. The Treasurer will also be responsible for managing the bank’s currency and interest rate risks as well as overseeing the firm’s overall cash business. Specific responsibilities include:
Manage the balance sheet exposures of the Bank including credit and market risk, liquidity management and cash management. Manage and control all day-to-day treasury operations, compliance, settlements, credit limits and position limits for the Bank. The Treasurer will be a key member of the balance sheet management team.
Develop a sound financing strategy for the bank and handle financing activities by setting up appropriate decision processes, disciplines and support structure with the government regulatory bodies, which include the Peoples Bank of China, the China Banking Regulatory Commission and the State Administration of Foreign Exchange. Inform and report to the bank on new rules and regulations.
Work closely with the Head of Compliance and Chief Risk Officer of the Bank to establish and maintain appropriate internal monitoring and control systems.
Develop domestic treasury instruments tailored to the China market including money market, FX and treasury derivatives. Coordinate all marketing efforts in product launches and sales & distribution to retail and corporate clients.
Recruit, lead and manage the sales and trading team in money markets, foreign exchange securities and derivative products.
Continue to improve the treasury trading system and platform to meet international banking standards.
PROFILE
The ideal candidate will be characterized by the following attributes:
The selected candidate should possess relevant experience in global banking institutions, preferably with time spent in corporate headquarters. Degree holder or similar in Banking, Finance, Economics and Accounting preferable.
Minimum 15 years of working experience in the financial services industry, of which at least 10 years in banking institutions. A successful track record in leading a treasury department within similar banking institutions.
Possess comprehensive management skills and a mindset that is adaptable to new business ideas. Have a sound and in-depth understanding of the full range of banking facilities including treasury, interest rates, risk management, trading, credit and other banking products. Knowledge of banking & treasury operations, legal & compliance, market economy situation and political factors (locally & globally) would also be a requirement.
A clear and strategic thinker who can think laterally and bring concepts to implementation. Focused and result-oriented. Ability to implement and utilize resources in order to carry out work effectively. A team player who can work with all levels of associates and peer groups.
The Treasurer should have a strong cultural affinity with the Group and the Bank. Must possess the right chemistry, management style, cultural mindset, work ethic and impeccable integrity in both professional and personal terms. Good personality, treating colleagues with respect and a team player/coach. A top requirement is an open, fair and objective mindset.
