Job Responsibility:
 Technical Leader to China Risk Engineering center — As a key member of Technology team, this position will help shape the vision of technology strategy. This person will work closely with senior technology domain management, across all functions, in the realization of key technology and business initiatives. The General Manager will keep a pulse of all domain teams to ensure that projects are delivered on time and within budget.
 Strategic Planning and Alliances — It is the new General Manager’s responsibility to continue to help develop and refine focus in order to respond to market requirements, anticipated market changes, technology changes and future opportunities. He/She will work closely with the global technology organization to raise the China Risk Engineering center's profile internally and ensure that the China center is well linked in, that their capabilities are well understood and that information flows freely and efficiently in both directions. The General Manager will also take responsibility to build and strengthen external relationship and enhance brand awareness with the relevant government agencies, laboratories and universities.
 General Management - The General Manager will be responsible for growing and managing the operations of the center. He/She will manage the day-to-day operations of China PayPal Risk Engineering center:
 Organize and lead the China team for maximum efficiency and effectiveness
 Manage the daily operations of the China organization
 Establish objectives, measures, budgets and targets
 Communicate with various constituents and align all objectives
 He/She should also be a participating and contributing member of the global management team to increase its effectiveness as an organization and its value
 Recruiting and Leading a World-Class Team — He/Shewill be required continue to attract, motivate and retain a world class team of technologists - to build core bench strength for the engineering team. The General Manager will lead and mentor a team the team to ensure innovative, high-quality results and to continue to build China Risk Engineering center towards being “The Employer of Choice” in the local community.

Ideal Experience:
 Management Experience:
-15-20 years of experience in an internet related software environment highly preferred, although not a pre-requisite.
 Functional Experience:
-Requires deep enterprise partnering and influence skills to collaborate with business leaders and development groups to deliver on technology priorities
- Grow and build strategic relationships. and with key strategic technology partner vendors

Knowledge/Skills:
 Requires breadth of complex technical skills, ideally an engineer by training who has strong experience with deeply skilled engineering teams. Must work well cross functionally between technology and business teams.
 Prior experience building e-commerce, online, hosting or advertising services and/or development infrastructure highly desirable.

Geographical/Regional Experience:
 This individual will have a global business perspective and previous experience in medium to large complex operational environments.
 Extensive experience and industry reputation in China is very important for this role. A deep understanding of cultural and people dynamics in China is critical to the success of this position.
 Chinese (Mandarin) highly desired, although not a pre-requisite.

Education/Degrees/Certifications:
 BA/BS in appropriate field; advanced degrees desirable.

 People leadership and excellent communication skills: People leader with good communication skills, diplomacy and ability to coach and mentor a team. Able to work effectively
