DEPARTMENT: Time Series

JOB DESCRIPTION – DUTIES AND RESPONSIBILITIES
Time Series is a large enterprise-level infrastructure system capable of supporting a set of Thomson Reuters products using a Common Platform. It is capable of accepting data at real time global financial market rates and recording that data into a databa<x>se while also serving that data to consuming applications upon demand. This databa<x>se is approximately 50TB in size in the first year and growing each year. The Time Series team has development resources spread across development centers in Bangkok and Beijing. The Beijing team has an opportunity for a strong technical manager who is able to develop both a world class development staff and also help to set technical direction of a world-class infrastructure. The ideal candidate will be capable of identifying correct technical solutions for business problems, identify new innovative opportunities that allow the infrastructure to better meet the needs of the business and help to shape the vision of how the infrastructure evolves.
Line Management of a team of Engineers in Beijing who will be developing solutions within the Time Series infrastructure. The team is large enough that the candidate will be managing first-line managers.
Work with Development Manager in other development centers to ensure that both Business As Usual support and maintenance activities are covered along with delivery of new enhancements to the Time Series infrastructure
Ensure that an effective staffing is provided with appropriate skills to deliver a highly available and optimally performing Time Series infrastructure. Work to develop the staff further to the benefit of Thomson Reuters and the staff members.
Manage and coordinate external/internal partners as necessary to ensure that delivery of enhancement projects are accomplished on time and result is a properly robust infrastructure capable of meeting customer needs
Participate as thought leader to identify new innovation opportunities evolving within the industry that might better be applied to the infrastructure
Actively engage with peers and other members of the global company to work through problems in the processes, practices and methodologies of the Time Series development teams.
Actively develop Key Performance Indicators for all development resources within the Time Series Infrastructure
Support the technical analysis of business requirements to ensure that we understand why we are making changes, what are the appropriate data points used to evaluate the change in the overall priority scheme, and high level estimation of when this might be accomplished
Evaluating and making recommendations for buy vs. build decisions.
Reviewing design, code, implementation and test cases, of own work, or work of colleagues, to ensure compliance to requirements and performance specifications.
Collaborating in setting development guidelines. Assisting in developing architectural policies and standards for the development groups.
Liaising with colleagues in sites overseas, and internal customers on trouble shooting, analysis and solution on maintenance / support issues.
Researching new and emerging technologies. Evaluating and making recommendations for new tools, technologies, and platforms to be implemented.
Provide technical leadership, coaching, and mentoring to application development, infrastructure engineering and test teams
Capable of managing delivery projects composed of virtual teams that may or may not include members under direct line management
Experience in managing 3rd party providers a plus
Aiding in preparation of status updates of projects
Complete the ob<x>jectives of each assignment within the agreed timeframe to sufficient quality.
JOB SPECIFICATIONS – REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
Technical and/or Functional skills
MS Degree in CS, Engineering or related fields
7 ~ 10+ years independent professional working experience in multiple IT (networking, application engineering, operations, etc) areas.
Intermediate to advanced knowledge and understanding of multiple IT (networking, application engineering, operations, etc.) areas, or architectural and core business functions (high volume, real-time, wide-area distributed systems)
Experience working with and adapting to other cultures is required. Experience working in locations outside of China a strong differentiator.
Strong analysis skills that allow breaking a complex system and set of performance requirements into areas that can be thoroughly characterized
A strong background in areas outside of software development, such as Quality Assurance roles, customer service or similar a strong plus.
Capability to solve complex problems in a real-time production environment
Strong awareness of networking using IP ba<x>sed protocols (TCP, UDP, HTTP, etc.), and exposure to any middleware is a plus.
Experience in dealing with high-availability production systems including minimizing risks in capacity / maintenance / support / installations / troubleshooting, etc.
Excellent written and oral communication skills in English. (Writing in English is a primary activity of this role). Strong presentation skills necessary.
Proven ability to manage priorities, to manage multiple environments and business crises.
Intense personal creditability. Able to command respect and communicate effectively with colleagues of global Thomson Reuters sites.
Development experience in a multi-threaded, multi-CPU environment is preferred
Willing and able to travel occasionally (a must). Flexibility of work hour scheduling to promote communication with colleagues in other time zone is required.

Willing to work late for teleconference with overseas colleagues occasionally, to provide technical support over telephone to assist third level support, round the clock.

Have good interpersonal skills with the ability to deal with people at all levels and comfortable in cross-cultural environment.
Highly motivated in problem solving.
