Foreigners turn hospitals around

Foreign investors are turning around the mainland's hospitals and aiming squarely for the rapidly growing middle class, who are willing to pay more for better care.
Since the central government started allowing foreign investment in hospitals in 2000, interest has steadily grown, with more foreign-funded outpatient clinics and specialised and general hospitals also starting to open.
Previously targeting expatriates, the facilities now also lure the increasing number of well-to-do mainlanders.
"The interest is rising at a steep rate," said David Wood, president of investment consultancy firm The ChinaCare Group. "Our survey shows people are willing to pay two to three times more for a higher standard of care."
In the past two decades of economic reform, government and state-run companies' share of total health expenditure, including financial support for hospitals, fell from 78 per cent in 1980 to 41 per cent in 2002, according to official figures.
Out-of-pocket spending by patients, meanwhile, increased from 21 per cent in 1980 to 58 per cent - or US$40 billion out of a total national health expenditure of $68 billion - in 2002.
Beijing is hoping investors will become a new source of funding for the beleaguered health system by giving the hospitals an injection of funds to pay for renovations, new equipment and expertise.
In a recent survey of about 8,500 Beijingers, the city's hospitals were given an average score of five out of 10.
Patients are also frequently charged fees via over-prescription - a common way for state-owned hospitals to make money.
Patients have no choice but pay overworked, underpaid and disgruntled doctors additional money stuffed in red envelopes to ensure quality care.
Long lines are often seen stretching outside the few reputable facilities.
The number of hospitals in Beijing was not enough to cope with the amount of patients, said Kevin MacDonald, chairman of the Beijing International Heart Hospital, a US-invested 98-bed specialist hospital that will open next July.
Mr MacDonald said the company was investing on the mainland because it saw a need.
Most of the foreign investment so far has been in outpatient clinics, with investments averaging several millions of US dollars.
Two weeks ago, US-based Chindex International, which owns Beijing United hospital, opened the Shanghai United Family Hospital, a US$10 million project that is the first foreign-managed private hospital in the eastern metropolis.
Beijing requires investors to find a mainland partner and to own no more than 70 per cent of the joint ventures.
