Downtown sale in Banning moves city closer to Village at Paseo

A planned 68,955 square-foot commercial project to be built over the site of the former San Gorgonio Inn moved a step closer to reality Tuesday after Banning’s city council unanimously approved the sale of the 5.25-acre property to Santa Monica-based JMA Village, LLC for $1,101,600.
The Village at Paseo San Gorgonio intends to include retail, restaurant and office space that will would complement the needs of the Mid-County Justice Center, which is scheduled to have its groundbreaking ceremony Feb. 21.
JMA Village, LLC, is confident that it can secure $20.5 million in U.S. Citizenship and Immigration Service EB-5 Investor Visa Program funding loans through the American Redevelopment Regional Center Banning Investor Group I, LP. The EB5 program enables investors who contribute $1 million towards commercial projects while creating new jobs in the U.S. to obtain a green card after six years — the timeframe the Village at Paseo’s investors would have to pay back investors. Since Banning is in a high unemployment area, investors are only required to invest $500,000 each for the project.
Arthur Pearlman, a partner in JMA Village, told city council that the EB-5 program began pairing investors with their project last month, and that agreements are underway with investors in China and Vietnam.
After the meeting, Pearlman explained that takes about six months to secure funding and exchange paperwork through the EB-5 program, and that their project could move forward once funding is finalized.
The area in between the Gas Company, next to the Banning Chamber of Commerce, east towards Martin Street could include one building that will have either a sit-down restaurant, or four smaller restaurants; another building is being considered for a sit-down restaurant at the corner of Martin and Ramsey streets.
A 26,000 square-foot, two-story building expected to rise up next to the The Gas Company along Ramsey Street could house up to 10 retail stores on the lower floor, and just as many on the second floor, though it seems as though Pearlman is hoping to lease office spaces on that level, with access to an outdoor patio and dining area.
Another 30,000 square-foot building is being considered for either a hotel or office space.
Among the approved businesses intended for the four-parcel site that have been approached include Applebee’s, Red Lobster, Guys Italian Dinner House, Chevys Mexican Restaurant, Elephant Bar, P.F. Changs, Johnny Russo, Rubios, Olive Garden, and Macaroni Grill and Chili’s; hotels that have been approached include Hampton Inn, Doubletree, Embassy Suites, Marriott, Starwood, and Radisson Inns. No commercial entity has signed a lease agreement yet.
The city, which originally acquired the property via its former redevelopment agency, spent $3,976,623 to buy the property, demolish the San Gorgonio Inn and remove hazardous materials such as asbestos.
By law, the city can only sell the property for fair market value. While it won’t immediately recoup its costs, city officials anticipate benefitting from the project’s creation of more than 400 jobs, and the generation of nearly $66,000 in anticipated sales tax in the first year, as well as $1,633,000 in permit fees.
