Position and Person Specification: Vice President/General Manager
We have been retained confidentially to find a Vice President/General Manager for the China purchasing office of a leading privately held US-based company. This is an opportunity for an experienced, successful sourcing executive with strong PRC and multi-national experience to make a significant contribution through development of a meaningful and responsive sourcing function serving export and domestic needs.
The Company
The Parent Company is a privately held, diversified investment company which operates over 30 40 subsidiaries in several basic and advanced manufacturing industries. These range from steel and wire products to heavy industrial equipment makers. The Parent Company also has stakes in companies that participate in a variety of other businesses such as in the plastics, foodsewer & drain cleaning, truck & air cargo systems, and telecommunications industries. Total Parent Company revenues are over USD $ 2.5 billion. Total China buy is over USD $100 million.

Reporting Relationship Reports directly to the parent company President in ChicagoPresident and CEO of one of the operating Groups. This group accounts for 15 out of the more than 40 companies that make up the Parent Company
Purpose The Vice President/General Manager will have responsibility for all business-related aspects of the Sourcing Office. In addition to working with staff members of the parent company, must be capable of quickly establishing credibility and developing a strong relationship with the subsidiary companies, which are the customers of this sourcing function.

Specific Responsibilities
1. General and Financial Management
• Determining RO ob<x>jectives, measuring and reporting results
• Develop, recommend and bear responsibility for an annual budget.
• Plan and attain cost reduction targets with and for subsidiary companies
2. Human Resource Management
• Determine optimal staffing levels and organization structure in conjunction with the needs of the various Subsidiary Companies
• Recruit, manage and train the RO staff
3. Sourcing and Logistics Leadership
• Coordinate the sourcing and purchasing activities in China for all of the Subsidiary Companies
• Establishing sourcing and purchasing policies and procedures for supplier selection and contract terms and exclusivity agreements
• Coordinate the technical requirements of material purchases between suppliers and each Subsidiary Company
• Supplier development and relations
• Quality control and logistics support for all material purchases
• Logistics for domestic and overseas shipments
• Negotiating pricing and developing benchmark pricing
4. Government Relations and Business Intelligence
• Liaison with Chinese authorities
• Monitor and advise on trends in China and the region including currency fluctuation, me<x>tal pricing, utility costs, health related issues and other industry and market trends
Education
1. Engineering Degree from recognized university
2. Graduate degree in business desirable
Experience and Abilities
1. China resident with substantial experience working with North American companies
2. Fluent English mandatory, Mandarin (read, write, speak) highly desirable
3. Extensive understanding of Chinese and American business methods, conduct and culture
4. Strong negotiating skills and knowledge of contracts
5. Excellent understanding of the prices achieved by local Chinese manufacturers where those prices are substantially different from the export price
6. Extensive background purchasing from Chinese suppliers for export to North America and consumption in China
7. Quality systems experience required
8. Ability to find and effectively manage competent buyers and other related staff

2. Mature bearing and executive demeanor
3. Absolute honesty and trustworthiness
4. Strong sense of urgency, service, quality and pricing needs of internal customers
5. Ability to communicate effectively with and establish relationships with all levels of Chinese supplier personnel from CEO to plant floor level
6. Able to travel extensively (up to 75%), including travel to US
Compensation
An attractive and competitive compensation and incentive package will be provided. Note that this is a resident (non-expatriate) position, but relocation assistance is negotiable.
